ΣΤΟΝ ΠΕΙΡΑΙΑ ΚΑΙ ΤΟΥΣ ΝΟΤΙΟΔΥΤΙΚΟΥΣ ΔΗΜΟΥΣ ΤΗΣ ΑΤΤΙΚΗΣ

Παρασκευή 24 Οκτωβρίου νωρίς το απόγευμα στον Πειραιά και στους άλλους νοτιοδυτικούς δήμους της Αττικής (Περιστέρι, Ιλιον,Λιόσια κ.α.) άρχισε να βρέχει έντονα στην αρχή και καταρακτωδώς στη συνέχεια (μετά τις 3 το απόγευμα και μέχρι λίγο πριν τις 5), δημιουργώντας ποτάμια νερού που έψαχναν διέξοδο προς τα ρέματα (που έχουν απομείνει) και τη θάλασσα.

Το συνολικό ύψος της βροχής που κατέγραψαν οι βροχομετρικοί σταθμοί μέχρι αργά το βράδυ έφτασε, και σε πολλές περιοχές ξεπέρασε, τα 100 χιλιοστά. Η μέγιστη ένταση της βροχής διάρκειας 1 ώρας ξεπέρασε τα 50 χιλιοστά στον Πειραιά και σε άλλες γειτονικές περιοχές. Τέλος κατά το κρίσιμο 20λεπτο στην περίοδο μέγιστης έντασης, η ένταση έφτασε τα 100 χιλιοστά ανά ώρα.

Με βάση τις Όμβριες καμπύλες για την περιοχή (που έχουν εξαχθεί από τα ιστορικά δεδομένα) και τη μελέτη εξέλιξης του φαινομένου χρονικά και χωρικά μπορούμε να αξιολογήσουμε το γεγονός ως γεγονός που μπορεί να συμβεί (με βάση τα ιστορικά δεδομένα) μια φορά στα 50 χρόνια ή και παραπάνω. Η αξιολόγηση αυτή αναφέρεται περισσότερο στις μικρές διάρκειες και επομένως αφορά κύρια τη ραγδαιότητα του γεγονότος.

Πρόκειται συνεπώς για γεγονός που ξεπερνά τη δυνατότητα των δικτύων ομβρίων νερών και συνεπώς ήταν αναμενόμενο να προκαλέσει ζημιές σε κινητές και ακίνητες περιουσίες, και στις υποδομές. Όμως οι επιπτώσεις στις πληγείσες περιοχές φαίνονται να είναι μεγαλύτερες των αναμενόμενων. Αυτό κυρίως οφείλεται στο μεγάλο όγκο των νερών της απορροής που πέρα από τον όγκο της βροχοπτωσης προκαλείται από το πυκνοδομημένο περιβάλλον (μεγάλες αδιαπέρατες εκτάσεις-δρόμοι, στέγες κλπ) και την καταπάτηση και μετατροπή των ρεμάτων σε δρόμους χωρίς άμεση διέξοδο σε τελικό αποδέκτη (όπως η θάλασσα).

Συνεπώς πρακτικά όλο το ύψος νερού της βροχής μετατράπηκε σε όγκο απορροής που κατάκλισε γρήγορα όλες τις περιοχές με χαμηλά υψόμετρα χωρίς δυνατότητες διεξόδου.

Τα έντονα αυτά φαινόμενα θα επαναλαμβάνονται με αυτή και μεγαλύτερη ραγδαιότητα στο μέλλον λόγω κλιματικών αλλαγών και ανθρωπογενών επεμβάσεων. Αυτό πρέπει να προβληματίσει την πολιτεία για πιο συστηματική προληπτική πρόσπάθεια με αυστηρότερα επίπεδα σχεδιασμού, ουσιαστική υλοποίηση των σχεδίων αντιπλημμυρικής προστασίας της Οδηγίας 2007/60 για τις πλημμύρες, και την ενίσχυση των δομών της Πολιτικής προστασίας.

Important News

The First Announcement of EWRA2015 Istanbul Congress specified the dates of the organisation as 24-27 June 2015. In order to avoid overlapping with other events with similar character (e.g. IUGG and IAHS General Assembly and Symposia in 2015) and other holidays in Turkey, the Organising Committee of the Congress considered it necessary to change the dates of the World Congress. So, please note that the new dates of EWRA2015 Istanbul are 10-13 June, 2015 instead of 24-27 June, 2015. Currently, the website of the Congress is being updated and a new announcement will be issued shortly.

 

Abstract Submission Reminder

The World Congress of EWRA incorporates Six Conferences as follows:

An International Journal

2013: New, higher Impact Factor for WATER RESOURCES MANAGEMENT

Late in July the impact factors of the journals for the year 2013 were announced by Thomson-Reuters. The new (3-year) impact factor of WATER RESOURCES MANAGEMENT, the international journal of EWRA published by SPRINGER, is 2.463. This result proves the steadily upward trend of the journal and improves its position between the leading journals in the field.

A closer look on WATER RESOURCES MANAGEMENT performance

During the last week of June Thomson-Reuter presented the new Impact factors for all the scientific journals for 2012. As known, the main journal of EWRA, achieved a higher impact factor reaching IF (2012): 2.259 form the IF (2011): 2.054. This is an increase of about 10% in one year.

As known, the journal has IF higher than 2 for the last 4 consecutive years. This places WARM within the top-10 journals (according to the IF) in the area of Water Resources from nearly 100 journals. Similarly, the journal is among the journals in many other categories. It is estimated that the journal belongs to Q1 class in a wide range of categories.

However, if we have a closer look at the performance of the journal, we can conclude that the journal is performing much better than the IF increase of last year shows. Here are some points, which support this opinion.

a) For the period 2008-2012, the number of cites increased from 701 (2008) to 3076 in 2012, a 5-year increase of 338%.

b) For the same period, the IF increased from 1.350 (2008) to 2.259 in 2012, which is a 5-year increase of 67%.

c) This performance is observed, although the number of papers published in the journal are increasing steadily from 2008 to 2012. That is, from 112 (2008) we published 245 in 2012. By establishing the number of articles and assuming the same performance trend during the next years, an additional increase of the IF will be expected.

The main objective of the Water Framework Directive in the European countries is to achieve a “good status” of all the water bodies, in the integrated management of river basins. In order to assess the impact of improvement measures, water quality models are necessary. During the previous decades the progress in computer technology and computational methods has supported the development of advanced mathematical models for pollutant transport in rivers and streams. This book is intended to provide the fundamental knowledge needed for a deeper understanding of these models and the development of new ones, which will fulfil future quality requirements in water resources management. This book focuses on the fundamentals of computational techniques required in water quality modelling.

Advection, dispersion and concentrated sources or sinks of contaminants lead to the formulation of the fundamental differential equation of pollutant transport. Its integration, according to appropriate initial and boundary conditions and with the knowledge of the velocity field, allows for pollutant behaviour to be assessed in the entire water body. An analytical integration is convenient only in one-dimensional approach with considerable simplification. Integration in the numerical field is useful for taking into account particular aspects of water body and pollutants.

To ensure their reliability, the models require accurate calibration and validation, based on proper data, taken from direct measurements. In addition, sensitivity and uncertainty analysis are also of utmost importance.

All the above items are discussed in detail in the 21 chapters of the book, which is written in a didactic form for professionals and students.

The 2012 Impact Factor

Some days ago the new Impact Factor (2012) for scientific journals were announced by Thomson-Reuters.

The journal of EWRA, the WATER RESOURCES MANAGEMENT achieved its highest impact factor so far 2.259 with total number of cites 3076.

Therefore, its IF was increased from 2.054 (2011) to 2.259 (2012) that is an increase of 10%, in one year. The total number of cites was increased from 2305 (in 2011) to 3076 (in 2012) that is an increase of 33% in one year.

Porto, Portugal, 26th-29th June 2013

The Conference at a glance

 

The 8th International Conference of EWRA took place in Porto-Portugal during the period 26-29 June 2013.

The conference is considered undoubtedly as a great success producing important scientific results.

In the conference more than 600 people participated as authors or participants from more than 30 countries. About 250 active participants took part in the activities of the conference.

From the 320 initially proposed papers for presentation only 151 presentations were finally accepted and presented in oral or poster form.

Four invited speeches were delivered by well known scientists whereas a round table discussion was organized at the end of the conference focusing on future research directions in Europe.

During the Conference the General Assembly of EWRA was conducted. The GA decided that the next Congress of EWRA will take place in Istanbul-Turkey in June 2015. Also a new executive Committee of EWRA was elected.

Finally a technical visit to Frades Power Station took place in Saturday 29 June.

From dawn on Friday 22 February 2013, Attica,Viotia, Evoia and the surrounding areas were hit by persistent intense storms reaching very high amounts of rainfall. It is estimated that after six hour pouring rain a total amount of 60-80 mm of rain was recorded in the area of Athens and the north eastern suburbs of Athens.

Even at Ellinikon station of the National Meteorological Service a 58 mm rain depth was recorded for a 3 hour duration (from 8:00-11:00/22-2-2013) which is considered extreme figure.

Roads were flooded, subway passages gathered quantities of water of several meters depth, public transport, communication systems and electricity networks were disrupted.

According to the Centre for the Assessment of Natural Hazards and Proactive Planning of the National Technical University of Athens, the storm event is characterized as an event happening in one of twenty-thirty years in average for the affected area.

The Impact Factor for WATER RESOURCES MANAGEMENT


The impact factors of the journals for 2011 were released by Thomson-Reuters in July 2012.


The journal of WATER RESOURCES MANAGEMENT achieved an impact factor of 2.054 consolidating its position among the lead journals in the field of Water Resources.


It is the third consecutive year in which the IF of the journal remains above 2.


It is interesting to note that the impact of the journal is steadily increasing as it is observed from the total number of cites which were increased from 1818 in 2010 to 2305 in 2011.

6th National Conference Announcements


Centre for the Assessment of Natural Hazards and Proactive Planning

The opening ceremony of the Centre for the Assessment of Natural Hazards and Proactive Planning took place at the School of Rural & Surveying Engineering on the 27th of January 2005. The Centre is established at the premises of the National Technical University of Athens (NTUA) at Zografou Campus in the buildings of the School of Rural and Surveying Engineering. The Centre is operating on three different locations, namely: Central Offices & Geoinformatics Laboratories at Labadario’s Building and the Dionyssos Satellite Observatory at the NTUA Annex. The main subjects of the Centre are: storms, strong winds, extreme temperatures, floods, landslides, droughts, forest fires, desertification, sea level elevation, sea intrusion in groundwater aquifers, earthquakes, and submarine landslides. Under the auspices of the Centre all the laboratories of the School of Rural and Surveying Engineering are participating serving among others the following activities: Remote Sensing, Satellite & General Geodesy, Photogrammetry, Chartography, GIS, Qualitative and Quantitative Methods, Foresight, Geomechanics, Water Resources Management, Hydrology, Hydraulics, Hydrography, Environmental Issues, Urban and Regional Planning, Spatial Analysis and Cadastre.


European Workshop "Risks and Hazards in the Coastal Areas”

On the 27th January 2005 the workshop “Risks and Hazards in the Coastal Areas” took place at the National Technical University of Athens. The workshop was convened in the framework of the Interreg IIIB European project CADSEALAND. The organiser of the workshop was the Laboratory of Reclamation Works and Water Resources Management. Among the topics presented were tsunami hazard, climate change, dam break risks, sea water intrusion, satellite monitoring of the coastal area, sea level analysis, etc. The main list of presentations at the Workshop is attached.
